Sharks Bylaws
By-Laws
(Revised July 2011)
NAME
The
name of this organization shall be the
"Friends of Sunrise Sharks"; hereafter called the "Sunrise Sharks".
SPONSORSHIP
- The Sunrise Sharks is
an organization of parents and
interested parties by its members and under the sponsorship of the
Sunrise Recreation and Park District, hereafter call the "District"
- The Sunrise Sharks
works cooperatively with the District
through the District's assigned personnel to promote the purposes of
the Sunrise Sharks and the overall program of the District.
- A statement of the
District's policies and responsibilities
relative to the competitive swimming program is attached for the
reference of the Sunrise Sharks.
PURPOSE
- The purpose of the
Sunrise Sharks is to:
- Assist District
personnel with the promotion,
organization and operation of the competitive swimming program.
- Provide through
fund-raising projects monies and/or
services for materials, awards and services not provided by the
District.
- Encourage and assist
the participation of all interested
youngsters in competitive swimming.
- Organize and
sponsor, in cooperation with the District,
the annual team awards ceremony and other special events and programs
related to the competitive team.
- The role of the
Sunrise Sharks officers is to coordinate
and direct activities of the Sunrise Sharks during the pre-season and
the swim season. The swim team President and Vice-President work as a
liaison between the Sunrise Recreation and Park District, the Coaching
staff, team members and parents to offer suggestions about the program
to assure its success as well as to help resolve any issues.
- The goal of the
Sunrise Sharks Recreation and Park District
Recreational Swim Team is the development of lifelong positive
attitudes and good sportsmanship through the sport of competitive
swimming. This program stresses individual skill technique, goal
setting, achievement, fun, fitness, friendships and competition with a
recreational setting.
MEMBERSHIP
- All parents and
guardians of registered team members of the
District's competitive swim team are automatically members of the
Sunrise Sharks.
- Other parties are
welcome to join and assist with Sunrise
Sharks activities if so interested.
- There shall be no dues
for members of the Sunrise Sharks.
- The role of the
members is to assist with the competitive
swimming programs and the Sunrise Sharks' events. Each swim family
(member) is required to provide a parent volunteer to work at least
one shift for four (4) dual swim meets and/or time trials. All swim
families are required to work up to two (2) shifts for
Championships in which their swimmer competes.
- Each family shall
remit a $100 volunteer retainer fee at registration, to be returned at
the end of the season, dependent upon completion of their volunteer
commitment.
- The volunteer
retainer fee will be forfeited upon failure to sign up for the required
number of events or the second failure to show for a
volunteer shift.
CONDUCT OF
BUSINESS
- An Executive Board
shall govern the general business of the
Sunrise Sharks, such as finances, operating procedures, etc., with the
budget being voted on at the general Spring Parent Meeting
(Orientation), and Season End (Election of officers).
- A majority vote of
those present and voting shall decide
all Sunrise Sharks and Executive Board matters.
- There will be
general
meetings held in Spring Spring
(Parent Meeting) and Season End (Election of Officers). A general
meeting of all Sunrise Sharks members may be held at any time during
the year, as deemed necessary by the Executive Board.
- Other general
meetings
of the Club may be called with three
(3) days mailed notice by the President or by a petition containing the
names of ten (10) Sunrise Sharks members. A quorum shall consist of ten
(10) members.
- Amendments to the
by-laws shall be mailed to the Sunrise
Sharks membership at least one (1) week prior to a general meeting.
OFFICERS
- The officers shall
consist of a President, Vice President -
Director of the Meet, Ways and Means, Secretary, Treasurer, League
Representative, Activities Coordinator, Computer Director, District
Representative (Recreation Superintendent or Supervisor), all past
Presidents, Head Team Parent, and Members-at-Large.
- These officers
will
constitute the Executive board and will
meet at the call of the President to conduct business of the Sunrise
Sharks. A quorum shall consist of six (6) officers. President must be
one of the forum. An employee of the District shall be invited to
attend all meetings of the Sunrise Sharks or Executive Board as a
non-voting member of the Executive Board.
- The officers shall
be
elected at the last Home Meet. Newly
elected officers will begin their term immediately following the
end of
the season (Awards Ceremony or Championships, whichever is later).
Officers, if desired, may serve more than one (1) term of office if so
nominated and elected.
- Duties of
officers:
- President
- shall conduct meetings and
activities of the Sunrise Sharks; shall act jointly with the Treasurer
to administer the finances of the Sunrise Sharks; shall appoint
committees and delegate their chairmen and duties; shall act with the
Representative to the swimming league as a liaison to the District as
official spokesperson for the Sunrise Sharks; shall serve as
chairperson for all competitive swimming programs of the regular season.
- Vice
President - Director of the Meet
- shall appoint co-chairperson as needed for the organization and
conduct all swimming meets in cooperation with District personnel,
including but not limited to the following: officials, equipment, pre-
and post-meet arrangements, scheduling volunteers, etc.
- Ways
and Means - shall organize,
appoint co-chairs, and coordinate all fund-raising events for the swim
team to include special events, swim-a-thon, ad sales,
t-shirt/accessory sales etc. Shall also coordinate the arrangements and
distribution of team incentive prizes and team accessories.
- Secretary
- shall keep an accurate
record of the proceedings of all meetings and activities of the Sunrise
Sharks and Executive board; shall act in all matters of Sunrise Sharks
correspondence; shall serve as chairperson of committee to complete
paperwork matters and registration procedures relative to the
competitive swim team and members.
- Treasurer
- shall keep an accurate
record of all revenues and expenditures of the Sunrise Sharks; receive
and disperse funds of the Sunrise Sharks and jointly administer
finances with the President.
- Head
Team Parent (Clerk of the Course)
- shall organize, appoint, and coordinate all team parents (team
parents are assigned an age group of swimmers and they make sure that
all swimmers get to their event and correct lane at each meet).
- Activities
Coordinator - shall
organize, appoint co-chairs, and coordinate all the socials and
extracurricular activities for the swim team.
- Computer
Director - shall oversee
the
computer operation for all meets. This includes data management and
organization for registration and meets preparation. This position
requires approval of the Executive Board.
- League
Representative - shall
attend
all league meetings and represent the Sunrise Sharks swim team at said
meetings and will report all information to the Sunrise Sharks swim
team board.
- Members
at Large - shall be
utilized
as need arises as support to members of the Executive board.
- A nominating
committee
of not less than three (3)
individuals shall be appointed by the President to present nominations
for officers at the meet immediately preceding the last Home Meet. Not
more than one (1) shall be a member of the Executive Board. Nominations
will also be accepted from the floor at the time of elections. Those
individuals nominated must give their consent to serve if elected prior
to being nominated. Voting by the members will take place at the last
Home Meet.
FINANCES
- There shall be no
dues
for members of the Sunrise Sharks.
- Monies for the
operations of the Sunrise Sharks shall be
raised through special events and money raising projects. All members
will be expected to assist with these practices.
- The President and
Treasurer will administer the finances of
the Sunrise Sharks within limits established by the Executive board.
- A checking account
shall be opened at a local bank for
deposits of all funds, except petty cash, which is not to exceed
$25.00. All withdrawals will require two (2) signatures - the
President, Secretary, or Treasurer of the Sunrise Sharks. Authorized
signatures will be decided by the Sunrise Sharks.

DISTRICT'S ROLE
CONCERNING THE SWIM TEAM
- The District
establishes and implements policies and
programs for the swim team.
- The coaches are
employees of the Sunrise Recreation and
Park District. The coaches are hired, trained and supervised by the
Recreation Services Manager in charge of Aquatics Division.
- The District
provides
the following items and services:
salaries of coaching staff and operational cost of the pool facility
for meets and practices.
- The district does
not
provide transportation to and from
practices or meets, swimming suits, T-shirts, or special awards.
